I agree with your first point about setting clear goals and measuring performance against those goals. This can make all the difference to a comapny’s survival in difficult economic times.

Set budgets for overhead expenses and track the performance on these critical items on your financial statement. Set goals for gross margin and new business. All of these will lead to positive results and better decision-making.
